Does anyone use Waist-Hip Ratio as a measure of progress?

I'm on my second time around on the weight-loss wagon (first time was 2012-2014, 185lbs > 135 lbs and put it all back on and then some over the course of my first serious relationship) and trying to learn more about the relationship between fat and health. I want to set goals around inches as well as pounds, but I don't want them to be arbitrary. I've recently come across information about waist circumference and waist-hip ratio as measures of obesity, which are making me feel a little forlorn.

I currently weigh 190lbs (down from 200). With both my waist and hips measuring in at 43", My Waist-Hip Ratio (WHR) is 1. The WHO says that a WHR of 0.86 or above for women poses a high risk for weight-related health issues, while 0.81-0.85 is moderate and below 0.8 is low.

Assuming that I could lose weight only in my waist and not in my hips, I would have to lose 9 inches around my waist to get to a healthy WHR. If approximately 8lbs = 1 inch (I'm 5'2" for reference), that's a loss of 72lbs, putting me at 118lbs. Of course, my hips shrink when my waist does, so presumably the loss would have to be even greater.

I didn't take measurements last time around, but at 135lbs, I looked damn skinny. Nonetheless, when I look at pictures of myself at that weight, the ratio between my hips and waist looks pretty close to 1.

Is it possible to really significantly change your WHR, or am I doomed by my proportions?
