Anyone else notice how your weight distribution randomly changes itself up?

So, I was a fat kid and teenager. I was at my fattest ever at the age of about 16, at which point I lost down to the upper end of normal weight. After that, I suddenly developed (or redeveloped...it's complicated) coeliac disease, as a result of which I ended up at a BMI of about 19. Since then -- this was about 11 years ago -- I've put on and lost the same thirty pounds over and over, hovering between a BMI of about 23 and 26. But I keep noticing that every time I get to a high point and lose again, my weight distribution totally changes.

Has anyone else had this experience? It makes it so hard to tell what my body shape actually is! This time around, my boobs have remained ridiculously enormous while I've lost weight everywhere else. I'm currently maintaining, at around BMI 25, this weirdly extreme hourglass figure with FF boobs and a small waist, and it's making me feel super self-conscious because, while I've never had small boobs, I don't normally feel like The Big-Titted Woman. I wish we could spot-check fat, but more than that, dear god I wish my body could be reliably trusted to do the same thing more than once in terms of where it puts its fat/takes fat away!

tl;dr I feel like when I was just generally chubby, it made me less self-conscious than now when the fat has been whittled away on my waist so I just look like chunky Barbie.
