Is it safe to get to a low bodyfat percentage without building muscle first?

Hey, I'm an 18 year old guy who wants to get in athletic shape. I can't afford a gym membership right now to build muscle, but in the meantime, I could easily lose more fat. I'm not sure if that's a good idea though.

I'm currently 180 pounds. I don't look fat, but I do look kinda thicc without a shirt on. I've also got some extra face/neck fat that I'd like to lose. Not a ton, but I'd still like to get rid of it.

The point is, I'd like to get slim before building muscle, but I'm not sure if I should since I've never even been able to use proper muscle training equipment and my weight is currently mostly fat. I feel like if I got to 7-10% bodyfat, I'd look like a fucking skeleton. That really sucks too because Halloween is already over.

Also, I'm 5'11.5, but I have a correctable curve in my spine that makes me 1.5-2.5 inches shorter. This can be fixed, and my doctor said it will reduce my BMI when I fix my posture problems. But if I fix it, that'll make me even slimmer and I'm not sure if it's a good idea to get a super low bodyfat percentage before building muscle.

TL;DR: Is it a bad idea to get to less than 10% bodyfat if your muscle mass is low and most of your weight is pure fat?
